1. SHIP MASTER COURSE

Duration of studies: 1 week
Form of education: full time
Mission of the study program: To inform the commanding officers of all risk factors and the measures to be taken to control them in order to avoid costly mistakes both directly, by affecting the integrity of the ship and the crew, and indirectly, by affecting the ecological aspect of the environment and damaging the image of the institution.

General objectives
  • safe navigation;
  • ensuring the working and living conditions established by normative acts and international standards, for all the crew;
  • the organization and management of the crew and the activities on board, the adequate organization of the watch and of the ship security bill on board the ship to ensure the security of the ship, of the assets and to navigate safely;
  • organizing damage control training, managing firefighting and fire prevention on board the ship as well as the crew in these situations;
  • constant improvement of the professional training of the crew through drills and training that they personally conduct and supervise.
Specific objectives
  • Order and discipline on board in order to maintain the good seaworthiness and ship safety;
  • Technical and safe operation, and maintenance of the ship, machinery, installations and equipment on board;
  • Compliance with all prescriptions related to operating machinery, installations and equipment onboard, as imposed by the Romanian Naval Authority through the Naval Register for the classification of ships;
  • The existence on board the ship of the papers and documents required by the competent port authorities based on the national and international legislation concerning the ship's identity and seaworthiness;
  • Protecting the marine environment by preventing and avoiding pollution with chemicals, petroleum products, residues;
  • The accuracy of the data and the correctness of the entry in the ship's logbook, as the main document whose virtues and evidentiary role are recognized internationally, in connection with any navigation event or incident, legal document or fact that the ship encounters and respectively commits throughout its operation.

  • C1. Getting acquainted with the navigation principles and methods, operating costs included.
  • C2. Getting acquainted with the principles involving strategic planning, resource management, human resource training, leadership skills, tactical methods, and coordination of personnel and resources.

2. PROJECT MANAGEMENT COURSE

Duration of studies: 1 week
Form of education: full time
Mission of the study program: Planning, programming and implementation of projects in the military field.

General objective
  • Getting acquainted with the fundamental concepts specific to the field of project management in the military and the development at individual level of the means to elaborate, implement and evaluate technical or economic projects, as well as the ways of identifying potential sources of project financing within the structures of the Ministry of National Defense.
Specific objective
  • The course aims to develop practical skills regarding the integrated coordination of basic activities and support activities within the planning, programming and implementation of projects, using international techniques on project management.
Competences
Professional skills
  • C1. Knowledge acquisition regarding the technical and economic projects management, using international instruments and practices in the field;
  • C2. Integrated planning and management of basic activities and support processes within projects in the military field, in order to streamline the logistical and technical-economic processes;
  • C3. Skills development concerning counseling the decision-makers at the technical-economic and administrative level, in the field of expertise of the project management in the military;
  • C4. Specialized harnessing of national and international principles and regulations regarding the management of projects in the military, under inter-operability conditions within the EU and NATO allied structures.

Applying, in a responsible manner, the principles, norms and values of professional ethics in carrying out professional tasks and identifying the targeted objectives, the available resources, the work stages, the time limit for completion, the corresponding deadlines and risks involved. All these are carried out under qualified assistance and by means of projects so that to solve specific problems of the military field, with the correct assessment of the workload, of the available resources, of the execution period and risks involved, with regard to deontological norms and professional ethics in the field, as well as to safety and health at work;

Identifying the roles and responsibilities within an interdisciplinary team; using leadership skills; using team work skills by carrying out a task or a project as team-leader as well as assigning specific tasks to the subordinates adopting a positive and respectful attitude towards colleagues.

3. OFFICER OF THE WATCH COURSES-DECK

Type of course: Specialized course for deck officers
Course duration: 1 week
Form of education: full time
Mission of the study program: Training deck officers so that they can gain the basic knowledge and skills needed to stand watch in good conditions.

General objectives
  • Refreshing knowledge and improving professional training for the assigned job as well as other related jobs;
  • Improving skills needed for the position of officer of the watch;
  • Gaining knowledge in information and organizational management on the bridge.
Specific objectives
  • Getting acquainted with the responsibilities of the officer of the watch position;
  • Developing skills in drawing up planning, leading and watch standing documents on board military ships;
  • Developing skills in counseling decision making factors on board in their field of expertise;
  • Gaining specific knowledge in the construction, facilities and damage control of military ships, as well as in the activities on board these ship;
  • Getting acquainted with the types and the forms of communications specific to military ships;
  • Developing skills in using the navigation equipment on board military ships;
  • Developing skills in watch standing procedures both underway and at anchor;
  • Improving skills in safety of the navigation, rules and ship maneuvering under different circumstances;

Taking the tactical situation and geographical factors into consideration so that the navigation is safe and collision is avoided by taking the necessary measures according to the navigation rules provided in Convention on the International Regulations for Preventing Collisions at Sea (COLREG) and by following the orders of the CO and of other specific authorities;
  • C2. Gaining knowledge in the state of readiness and in the use of the on board armament on missions;
  • C3. Using the shipboard announcing system, the CBRN alarms, the underwater/air/surface attack alarms, collision alarms;

4. OFFICER OF THE WATCH COURSES-ENGINE

Type of course: Specialized course for marine engineer officers
Course duration: 1 week
Form of education: full time
Mission of the study program:Training marine engineer officers so that they can gain the basic knowledge and skills needed to stand watch in good conditions.

General objectives
  • Refreshing knowledge and improving professional training for the assigned job as well as other related jobs;
  • Improving skills needed for the position of officer of the watch;
  • Gaining knowledge in information and organizational management in the engine room.
Specific objectives
  • Getting acquainted with the responsibilities of the officer of the watch position;
  • Developing skills in drawing up planning, leading and watch standing documents in the engine room on board military ships;
  • Developing skills in counseling decision making factors on board in their field of expertise;
  • Gaining specific knowledge in the construction, facilities and damage control of military ships, as well as in the activities on board these ship;

5. CRISIS MANAGEMENT COURSES ONBOARD MILITARY SHIPS

Type of course: Specialization course for officers of the watch
Course duration: 1 week
Form of education: full time
Mission of the study program: The development of the knowledge, skills and professional competences necessary for carrying out activities on board ships, related to the safety of the operations carried out for the crew, the ship and the protection of the environment, in relation with the operational particularities of the emergency situations management on board maritime ships.

General objectives
  • Gaining knowledge regarding information and organizational management on the bridge;
  • The acquisition, gradually, by the student of the theoretical and operational principles regarding the planning, coordination and management of crisis situations onboard ships, both through procedures designed and implemented preventively and through action elements or through post-crisis assessments, ensuring the development of instrumental-applicative skills, which offer a procedural tool in accordance with the requirements of the general and normative framework of maritime security.
Specific objectives
  • Knowing, understanding, explaining and interpreting the theoretical elements associated with the concepts of risk, emergency and crisis in the operation of maritime vessels;
  • Knowing the organizational model of the management of emergency situations at national and international level (legislation, purpose and objective, managerial principles and functional tasks) and the processing of theoretical elements acquired in a constructive and creative way to the specifics of the beneficiary organizational entity;
  • Identifying the optimal management methods for applying the prevention, protection and rehabilitation measures in specific crisis situations (shipwreck, fire, explosion, pollution);
  • Using the standardized operational procedures implemented by specialized international bodies (IMO, UN, NATO, EU), in crises management on board maritime vessels;
  • Experienced use of professional knowledge regarding the identification and management of emergency situations and crisis associated with the operation of ships;
  • Knowing, understanding, explaining and applying the specific methods of managing the security framework on board ships, based on the specific principles of crisis management;
  • Applying the specific methodologies regarding the development of the action plan in various emergency situations associated with sea risks or technical risks and maritime operations.

  • C1. Understanding the theoretical framework regarding risk assessment, emergency management, and crisis management regarding the operation of the ships;
  • C2. Knowing the organizational and operational aspects of emergency management and crisis management on board ships;
  • C3. The correct interpretation of the crisis situations on board maritime vessels, resulting from the risks at sea or from operating, for different types of vessels;
  • C4. Optimum application of the security management system on board maritime vessels. Elaboration of the action plan in emergency situations;
  • C5. Planning, coordinating and leading crisis management actions on board maritime vessels specific to the hazard manifestation, human risks, technical and environmental risks;
  • C6. Designing the responsibilities for the crew, coordinating the human resources, applying the decision - making model, analyzing the critical elements regarding communication;
  • C7. The management of post - crisis activities on board the maritime vessel. Assessing the effects of crisis.

  • CT1. Knowing the standardized operational procedures for crisis on board ships, regulated and agreed by specialized international organizations (IMO, UN, NATO, EU);
  • CT2. Implementation of the Security Management System (S.M.S) on board maritime vessels - planning crisis management actions based on On-board Contingency Plan;
  • CT3. Knowing the procedural components of the Security Management System (S.M.S) on board maritime vessels - action procedures in resolving crisis on board ships;
  • CT4. Knowing the specific elements regarding the coordination and management of actions during the crisis resolution of C.R.M. (Crew Resource Management).

6. GMDSS RADIO - OPERATOR COURSE (AND GMDSS REVALIDATIO)

Course duration: 1 week
Form of education: full time
Mission of the study program: The course covers the theoretical training (in Romanian and in English), naval communications procedures, and practice on the VHF Radio simulator.

General objective
  • At the end of the course, the students will be able to transmit and receive information correctly and in due time, using GMDSS subsystems and equipment in accordance with Radio Regulations (RR) and other International Conventions and Regulations (SOLAS, STCW A-IV etc.).
Specific objectives
  • Acquiring knowledge about GMDSS in accordance with ITU RR and with technical specifications of different subsystems;
  • Acquiring basic knowledge about maritime radio communications, propagation, types of communications, modulation;
  • The formation of basic skills regarding the detection and remedy of common malfunctions.
Competences
Professional skills
  • C1. The graduates will be able to efficiently operate GMDSS equipments specific to any course. They will also be able to transmit and receive correctly and in due time information in accordance with Radio communications Regulation of UIT (ITU-RR) and with other International Conventions or Regulations (SOLAS, STCW, IAMSAR, International Code of Signals, SMCP, etc.);
  • C2. Graduates will be able to execute any of the activities that fall under the responsibility of the person designated to coordinate communications during distress incidents, Maritime Search and Rescue (SAR), including the procedures in the IMO IAMSAR Manual and be able to ensure radio communication in emergency situations (abandon ship, fire on board, partial or total failure of radio installations);
  • C3. Graduates will be able to correctly use the alert facilities so that false alerts will not be transmitted and to be master the procedures of annihilating false alerts.
Transversal skills
  • CT1. Graduates will be able to efficiently use and properly maintain all the GMDSS documentations asked by ITU-RR (GMDSS Journal, ITU Lists, ITU Manual of the Maritime Mobile Service and Maritime Mobile Satellite Service, etc);
  • CT2. Graduates will be able to efficiently use position reporting systems, medical services.

7. PROTEUS SIMULATOR INSTRUCTOR COURSE

Course duration: 1 week
Form of education: full time
Mission of the study program: The course aims the individual training and evaluation of the operators or training and collective evaluation of the combat teams within the CIC of a battleship or simultaneously, within the CICs of up to 6 battleships, at NATO standards, in English and Romanian.

8. ELECTROMAGNETIC COMPATIBILITY OF ELECTRONIC EQUIPMENT ON BOARD SHIPS COURSE

Course duration: 1 week
Form of education: full time
Mission of the study program: The study of disruptive electromagnetic phenomena, the protection of personnel and of the specific equipment against former.

General objective
  • To master the notions related to the protection against electromagnetic disturbances of electronic equipment, personnel, ammunition and fuel on board ships.
Specific objectives
  • Mastering electromagnetic compatibility terms;
  • Mastering the coupling mechanisms of electromagnetic interferences;
  • Mastering the analysis of the electromagnetic environment on board the ship;
  • Mastering the anti-deviation measures and how to implement them to reduce the level of the disturbing electromagnetic environment on board the ship;
  • Mastering the installation techniques of electronic equipment in the electromagnetic environment on board the ship.
Competences
Professional skills
  • C1. Using the proper knowledge to ensure the protection of personnel, ammunition and fuel against the electromagnetic field;
  • C2. Operating equipment on board ships under normal operating conditions in a disruptive electromagnetic environment.
Transversal skills
  • CT1. Getting acquainted with the issue of electromagnetic pollution;
  • CT2. Knowing the main sources of electromagnetic disturbances;
  • CT3. Knowing the types of couplings through which electromagnetic disturbances spread from sources to receivers;
  • CT4. Knowing the electromagnetic interference measuring techniques;
  • CT5. Knowing the practical ways to reduce electromagnetic interferences and ensure immunity, as well as EMF measuring instruments.

9. MAINTENANCE OF NAVAL REFRIGERATION INSTALLATIONS AND EQUIPMENT COURSE

Course duration: 1 week
Form of education: full time
Mission of the study program: To train those who handle the refrigeration installations that produce industrial cold of different capacities, in specific naval units.

General objectives
  • Mastering the notions about the handling of refrigerants and their maintenance, maintenance of naval refrigeration installations;
  • The specialty involves a wide range of skills needed to the operate, maintain and repair all the main components of the refrigeration installation: the refrigeration unit, the control and automation devices, the attachments and the cooled premises;
  • The activity involves the observance of all working conditions, the instructions for operating, maintenance and repair of the refrigeration installation equipment. Since any disturbance occurring in the refrigeration installation may have general effects on the specific production unit, it is compulsory to responsibly respect the work safety measures, the environmental protection rules and the hygienic-sanitary norms.
Specific objectives
  • Knowing the specific terms of refrigeration;
  • Knowing the specific theoretical notions regarding refrigeration installations;
  • Mastering the handling of naval refrigeration installations;
  • Knowing the refrigeration installations main malfunctions;
  • Analyzing and assessing how to repair the malfunctions of the refrigeration installations.

  • C2. Diagnosing the deficiencies of the refrigeration installation;

10. CLASS C AND D WATERCRAFT DRIVER COURSE

Course duration: 1 week
Form of education: full time
Mission of the study program: To acquire knowledge and develop practical skills for safe navigation by pleasure boats.

General objective
  • Pleasure boat driver's license - class "C" and "D" training course.
Specific objectives
  • Safe navigation and maneuvering of boats to avoid endangering other ships in traffic;
  • Acquiring the necessary knowledge for search and rescue and sea survival as well as for damage control in the event of an incident.
